What state law says
Virginia gambling law is governed by the Virginia Lottery, which received expanded authority under the Virginia Casino Gaming Law (Code of Virginia § 58.1-4100 et seq.) passed in 2020. Virginia authorized retail casino gaming in 2020 and launched licensed online sports betting in 2022. Virginia does not have licensed online casino gaming (iGaming), unlike states such as New Jersey and Michigan.
Virginia Code § 18.2-325 et seq. addresses illegal gambling. The Virginia Lottery oversees sports betting; casino gaming is regulated by the Virginia Department of Agriculture and Consumer Services (VDACS) and the Virginia Lottery. Neither agency has issued guidance or enforcement actions specifically targeting dual-currency sweepstakes casino platforms. Because Virginia does not have licensed online casino gaming, sweepstakes platforms do not compete directly with a state-licensed online market.
Recent developments
No legislation targeting dual-currency sweepstakes casinos has been introduced in the Virginia General Assembly as of June 2026. Virginia’s gaming regulatory agencies have not announced enforcement intentions against sweepstakes casino operators.
