What state law says

Vermont gambling law is governed by the Vermont Department of Liquor and Lottery, which administers the state lottery and, since 2023, licensed online sports betting. Vermont has no commercial casinos and no tribal gaming. Vermont is the smallest US state by population that has legalized mobile sports betting.

Vermont Statutes Annotated § 13-2141 et seq. addresses gambling. Vermont does not have a sweepstakes exemption statute and has not enacted specific legislation addressing the dual-currency sweepstakes casino model. No Vermont agency has issued guidance or enforcement actions targeting sweepstakes casino platforms.

Recent developments

No legislation targeting dual-currency sweepstakes casinos has been introduced in the Vermont Legislature as of June 2026. Vermont borders New York (which enacted a sweepstakes ban) and New Hampshire (where all 3 platforms are available), but no Vermont regulatory spillover from the New York ban has been reported.
