All three major platforms — Stake.us, McLuck, and SpinQuest — block Utah players. Utah and Hawaii are the only two US states with a constitutional prohibition on all forms of gambling. There is no lottery, no commercial casinos, no tribal gaming, and no sports betting in Utah.

What state law says
Utah Constitution Article VI, § 27 prohibits lotteries, and Utah Code Ann. § 76-10-1101 et seq. broadly prohibits gambling in all forms. Utah has no state lottery, no commercial casinos, no tribal gaming, and no legal sports betting. Utah’s prohibition predates statehood and has never been loosened — it is rooted in the state’s strong religious traditions.
Unlike states where sweepstakes platforms are blocked due to regulatory enforcement or recent legislation, Utah is a pre-existing exclusion that has existed since the major platforms launched. No Utah gaming authority issued cease-and-desist letters — the constitutional and statutory framework was always clear enough that operators self-excluded from the start.
Utah law does not have a sweepstakes casino carve-out or any analog to promotional sweepstakes exemptions found in other states. The breadth of Utah’s anti-gambling framework has been consistently interpreted to prohibit prize-redemption-based games regardless of structure.
Recent developments
No sweepstakes casino legislation has been introduced in the Utah Legislature — there is no regulatory gap to fill because existing constitutional law is unambiguous. No Utah enforcement actions against sweepstakes platforms have been publicly reported, because the platforms do not operate in the state.
Utah remains one of the two states (along with Hawaii) where sweepstakes casinos have never operated for residents, and where that status is unlikely to change given the constitutional underpinning.
