What state law says

Rhode Island gambling law is codified at R.I. Gen. Laws § 11-19-1 et seq. Rhode Island has a unique state-operated gambling model: the Rhode Island Lottery operates two licensed commercial casinos — Bally’s Twin River Lincoln and Bally’s Tiverton Casino — under a state-controlled revenue-sharing structure. Sports betting launched in Rhode Island in 2018 through the same state lottery framework.

The Rhode Island Lottery administers all gambling in the state. Rhode Island does not have a separate gaming control board. The Lottery has not issued guidance or enforcement actions targeting online sweepstakes casino platforms, and no Rhode Island legislation has targeted the dual-currency sweepstakes model.

Rhode Island borders Connecticut — which enacted a sweepstakes casino ban effective October 2025 — but no Rhode Island legislative or regulatory response to the Connecticut ban has been reported.

Recent developments
