What state law says
Senate Bill 1235 (Public Act 25-112), signed by Governor Ned Lamont on June 12, 2025, bans the operation or promotion of sweepstakes or promotional drawings in Connecticut that are not tied to the bona fide sale of consumer goods or services. The law specifically targets simulated gambling devices and sweepstakes platforms that mimic casino or sports wagering.
Key provisions:
- Criminal penalties: violating the law is a Class D felony, carrying up to five years in prison and fines up to $5,000 per violation
- Narrow exemption: sweepstakes offered by retail grocery chains related to grocery purchases are exempt — but these cannot offer cash prizes
- Effective date: October 1, 2025
The bill passed the Connecticut House 146-0 and the Senate 36-0 — a unanimous vote in both chambers reflecting broad political consensus.
