What state law says

Oklahoma gambling law is found at Okla. Stat. tit. 21 § 941 et seq. Oklahoma prohibits commercial casinos but has a large tribal gaming market — over 130 tribal casinos operate in the state under gaming compacts administered by the Oklahoma Horse Racing Commission and the State-Tribal Gaming Act.

Oklahoma does not have a commercial gaming control board with jurisdiction over online gaming. The tribal gaming operations are governed by federal IGRA (Indian Gaming Regulatory Act) and tribal-state compacts, not by a state gaming commission. This regulatory structure means there is no Oklahoma agency with clear jurisdiction or appetite to pursue enforcement actions against online sweepstakes platforms.

Sweepstakes casino operators rely on the standard AMOE free-entry argument to avoid classification as illegal gambling under Oklahoma law. No Oklahoma state authority has challenged this position.
