Montana was the first state in the US to enact a sweepstakes casino ban. SB 555 prohibits dual-currency sweepstakes platforms offering casino-style games. All three major platforms — Stake.us, McLuck, and SpinQuest — block Montana players.

What state law says
Montana’s Senate Bill 555 was the first law in the United States to expressly ban dual-currency sweepstakes casino platforms. The bill defined and prohibited online platforms that use a sweepstakes coin or virtual currency system to simulate casino-style gaming (slots, table games, video poker) where the virtual currency can be redeemed for prizes of real-world value.
Montana has a long history of strictly regulating gambling. The state allows video gambling machines (VGMs) operated by the Montana Gambling Control Division — some of the most tightly regulated video gaming in the country. Montana has no commercial casinos and no tribal casinos operating commercial-style gaming at significant scale. The SB 555 ban was consistent with Montana’s general approach to limiting unregulated gaming alternatives.
Montana Code Annotated § 23-5-112 and related statutes govern gambling in the state. SB 555 was layered on top of this existing framework to specifically address the sweepstakes casino model.
Recent developments
Montana enacted SB 555 before Connecticut passed PA 25-112 (effective October 2025), making Montana the first US state to enact a statutory sweepstakes casino ban. Connecticut’s legislative record described its law as making Connecticut “the second state after Montana” to enact such a ban — establishing Montana’s precedence.
The Montana Gambling Control Division oversees enforcement. All three major platforms exited Montana at or before the law’s effective date.
