What state law says

Missouri gambling law is governed by the Missouri Gaming Commission (MGC). Missouri has a riverboat and land-based casino market (approximately 13 commercial casinos) and a state lottery. Missouri voters approved Proposition T in November 2024, legalizing sports betting; that market launched in 2025.

Missouri Revised Statutes § 572.010 defines gambling. Sweepstakes casino operators argue their no-purchase-necessary free-entry alternative defeats the consideration element and removes their platforms from Missouri’s gambling definition. The Missouri Gaming Commission has not issued guidance or enforcement actions targeting online sweepstakes platforms.

Recent developments

Missouri’s 2025–2026 legislative session focused primarily on the implementation of Proposition T sports betting. No legislation targeting dual-currency sweepstakes casino platforms has advanced in the Missouri General Assembly as of June 2026.

The Missouri Gaming Commission has not announced enforcement intentions against sweepstakes casino operators. Missouri’s commercial casino industry has not publicly lobbied for a sweepstakes casino ban on the same scale as some states with larger commercial markets.
