What state law says
Minnesota gambling law is governed by the Minnesota Gambling Control Board and the Minnesota Indian Gaming Act (for tribal casinos). Minnesota has extensive tribal gaming (18 tribal casinos statewide) and a state lottery, but no commercial casinos and no licensed online casino market.
Minnesota statutes (Minn. Stat. § 609.75) define gambling as placing a bet on a game of chance. Sweepstakes casino operators argue their no-purchase-necessary model removes the consideration element, defeating the definition. The Minnesota Gambling Control Board has not issued guidance or enforcement actions specifically addressing online dual-currency sweepstakes platforms.
Minnesota law does include sweepstakes registration requirements for some promotional sweepstakes over certain prize thresholds (Minn. Stat. § 325F.755), but these rules apply to traditional promotional sweepstakes and have not been applied to the sweepstakes casino model.
Recent developments
No legislation targeting dual-currency sweepstakes casino platforms has advanced to a floor vote in the Minnesota Legislature as of June 2026. Discussions about sports betting expansion have periodically included conversation about online gambling regulation more broadly, but no sweepstakes-specific bill has passed.
