What state law says
Iowa gambling law is administered by the Iowa Racing and Gaming Commission (IRGC). Iowa has a robust licensed casino market with riverboat and land-based casinos. Prior to SF 2289, the IRGC lacked clear authority to issue cease-and-desist letters to unlicensed online sweepstakes platforms.
Senate File 2289, signed by Governor Reynolds on May 15, 2026, changes that. The law grants the IRGC new authority to:
- Issue cease-and-desist orders to sweepstakes casino operators serving Iowa players
- Seek court injunctions if operators ignore the C&D
Critically, SF 2289 is not an outright ban. Iowa took a different approach from Indiana, Maine, Connecticut, and New York: rather than making sweepstakes casinos illegal per se, the law arms regulators with enforcement tools and lets the IRGC decide which platforms to pursue and when.
Recent developments
May 15, 2026 — Governor Reynolds signed SF 2289. The IRGC gains C&D authority on July 1, 2026.
May–June 2026 — As of the signing date, McLuck, WOW Vegas, and Chumba Casino were still accepting Iowa players. No platform had publicly announced exit plans by mid-June.
July 1, 2026 — IRGC enforcement authority begins. The Commission has not announced which platforms it will target first, if any. Iowa’s approach resembles Illinois’s 65-operator C&D sweep — but Iowa’s sweep has not happened yet as of this article’s publish date.
Outlook: Iowa is in a transitional period. The legal framework for enforcement now exists; whether and how quickly the IRGC exercises it will determine near-term platform availability. Players should verify directly with each platform before playing after July 1, 2026.
