McLuck and SpinQuest currently accept Arizona players. Stake.us exited Arizona in August 2025 after the Arizona Department of Gaming (ADG) issued a formal cease-and-desist order. No statute has been enacted to ban the sweepstakes model, but ADG enforcement is ongoing.

What state law says
Arizona gambling law is codified at A.R.S. § 13-3301 et seq., which defines gambling as risking something of value on the outcome of a contest of chance. The Arizona Department of Gaming administers the state’s tribal gaming compacts and has separate authority to regulate non-tribal gambling.
The ADG’s legal position — stated in its 2025 enforcement actions — is that dual-currency sweepstakes platforms constitute unlicensed gambling under Arizona law, regardless of the no-purchase-necessary defense. ADG Director Jackie Johnson stated in June 2025: “Illegal gambling, regardless of the platform or format, has no place in Arizona… any operation that falls outside Arizona’s legal and regulatory framework will face enforcement action.”
Arizona has an extensive tribal gaming compact system; 22 tribal nations operate casinos under state-tribal compacts. The ADG views unlicensed online sweepstakes platforms as competing with this regulated framework.
Recent developments
April 2025 — ADG issued a first wave of cease-and-desist letters to sweepstakes casino operators.
June 2025 — ADG issued a second wave, naming Stake.us specifically. SBC Americas reported that ADG Director Johnson described the C&D campaign as an ongoing enforcement priority.
August 2025 — Stake.us formally exited Arizona following the ADG’s third enforcement wave, placing Arizona on its restricted states list.
June 2026 — McLuck and SpinQuest continue to serve Arizona players. The ADG has not publicly issued C&D letters to these platforms, though its broader enforcement posture suggests that could change.
Why Stake.us is unavailable
Stake.us received a direct, named cease-and-desist from the ADG and chose compliance over continued operation. McLuck and SpinQuest have not received (or not disclosed) similar named C&D letters from the ADG as of June 2026 — but the ADG’s stated position is that all unlicensed dual-currency platforms are operating illegally in Arizona. Players should verify availability directly before playing.
