What state law says
LD 2007, signed by Governor Janet Mills on April 6, 2026, prohibits dual-currency platforms that simulate casino-style gambling, including slot machines, table games, and poker played with sweepstakes or virtual currency systems where prizes can be redeemed for real money or value.
Key provisions:
- Civil fines: $10,000 to $100,000 per violation
- Applies to operators, software providers, and payment processors who knowingly facilitate unlicensed sweepstakes gaming for Maine residents
- Effective date: 90 days after enactment — on or around July 5, 2026
- Maine joins Connecticut (PA 25-112, effective October 2025), New York, Indiana, and Montana as states with outright bans
